FSM Skills and Employability Enhancement Project – Development of Career and Technical Education Curriculum and Teacher Training

The assignment supports the Federated States of Micronesia (FSM) in streamlining and modernizing its competency-based career and technical education (CTE programs across all four states through the World Bank-finance Skills and Employability Enhancement (SEE) Project.

The goal is to equip young people with stronger foundational vocational knowledge and skills for employment in key priority sectors which include Construction, Tourism & Hospitality, Automotive, ICT, Energy, and Agriculture.

Within the project 19 modular, practice-oriented curricula will be developed. These curricula will be aligned with both national needs and regional labor market demands. The approach combines international best practices, drawing on U.S. career cluster frameworks, while adapting to FSM’s unique island-based context.

The assignment consists of four main components:

1 – Needs Assessment
Engaging with stakeholders across FSM to identify skills gaps, priority occupations, and sector-specific requirements.

2 – Curriculum Development
Designing competency-based curricula and supporting learning packages, fully aligned with labor market standards and FSM’s development goals.

3 – Capacity Building (MTOT and Shadowing)
Training a cohort of Master Trainers and providing on-the-job shadowing opportunities to ensure sustainability and local ownership of the CTE strengthening effort.

4 – Technical Assistance and Post-Pilot Follow-Up
Providing continuous support during and after pilot implementation, refining curricula and teaching practices based on pilot learnings to ensure long-term system alignment and quality.

Through the SEE project, FSM will establish a scalable, inclusive, and sustainable vocational education system, preparing learners not only for local employment but also for regional and global opportunities.
