Tax Administration Reform Project (TARP) for the Government of the Republic of Tajikistan

In 2010, the Government of Tajikistan launched the Tax Administration Reform Project (TARP), which is financed by the World Bank, to reform the tax administration to become more efficient and effective in collecting revenue and improve the quality of taxpayer services. bit media e-solutions GmbH has been awarded with the contract after a two-staged tender process according to the World Bank procurement procedures.

HRMIS is the customized enterprise wide, system built as a web application, compatible with the Tax Committee (TC)’s operational framework. The system has a flexible role-based user management feature, that allows users to be divided with large number of privileges for each page, module, field, action and even button. The HRMIS system has a modular design, which consist of a number of components, subsystems, activities and operates in Russian and Tajik languages

Additionally, an extended support with on-site resources has been provided for the customer. Beyond the warranty work, the on-site support provided the TC with additional training and assurance, that the TC staff can experience an easy transition period and also simple management of maintenance and development of the new system during warranty period.

HRMIS covers the following capabilities, providing human resources management more efficient:

  • Payroll, Time and Attendance recording, Disciplinary Records, Leave requests/management
  • Tracking of staff positions, Recording competencies, Staff Locations
  • Recruiting, Transfers and Termination
  • Training, Learning Management System
  • Advanced Reporting System and Ready-made printing forms
  • Employee self-service portal, Task Management System
  • 11/2016 – development and implementation of Human Resource Management Information System (HRMIS) within TARP

  • 09/2017 – launching of the pilot version

  • 09/2017 – 12/2017 – transferring the staff’s information from the old paper based system into the HRMIS

  • 01/2018 – all personnel activities of Tax Committee are processed through the new HRMIS
